I have never seen such seats. But I often see bikes that have seats with a vertical hole in the nose just under the potentially vulnerable area.
I ride my bike with an ordinary seat, without any modifications. Regular dismounts to have a rest are the best precautions.

As a well experienced bicyclist I suppose that this variant is quite funny but not so safe - of course if it isn't only for citybikes and only in Europe :) Your buttocks must be motionless and your road must be perfectly smooth. No cross-countries: each pot-hole is a potential risk for your balls to get a good kick, if your bike is too high.
:D And if it is lower the risk to slide off ahead increases, as you have to move ahead your mass center.

I think that using this saddle requires keeping the right position, or it won't be better for your health.
